Order of the check
Open the live URL in a browser—not a screenshot. Confirm HTML returns with fee and services in text. Then read noindex, canonical and robots.txt. Then confirm the sitemap lists the URL and omits drafts. Finally, with a verified property, read coverage in Search Console.
A brand-new page can be absent until fetched—that is not a failed checklist item we pretend to have measured in advance, and it is not a penalty.
